Matrixはどうか知らないけど、少なくとも Mastodon の DM機能 は「電気通信事業法が定める『電気通信』に該当する」と思う。

けれども、各マストドンの鯖缶が総務省に届け出る必要があるのか？っていうと基本的には「ない」と思っている。その理由は、ほとんどのインスタンスは「電気通信」ではあっても「事業ではない」から。

逆に言うと「事業として運営しているインスタンス」は届け出る必要があるのではないかと思う。

で、ボカロ丼はどうしてるかっていうと、事業なのかっていうと限りなく事業ではない（利益を出す要素はない）んだけど、CDを売ってサーバー代を稼ぐなどの金銭的やりとりがあるということもあって拡大解釈すれば事業と言われかねないかもしれない、と思って届け出ています。

あとからなんか言われるのはとても面倒くさいというのと、一応YAMAHAに「ボカロ」商標の使用許諾を得ているので、できるだけトラブルは避けたいというのが大きいです。
